why is the registration requirment controversial?

1. allow every eligible citizen to register to vote when they apply or renew thier license.
2. provide for voter registration by mail.
3. make registration forms available at local offices of state employment, welfare, and other social agencies.
4. states have to mail a questionaire to all registered voters every 4 years so that the poll books can be purged. it also forbids states to purge for any other reason other than death or residency changes.
